Laboratory for the Future of Citizenship
Research and policy lab, launched in 2025 by philosopher Jonathan Simon and human rights lawyer Heather Alexander, studying "how artificial intelligence, digital minds and blended minds will change citizenship, personhood and identity under the law". It frames that work as a safety question: "Citizenship and the rule of law are the foundations of AI safety." Five research themes cover AI consciousness and the legal status of digital minds, neuro-rights and brain organoids, AI "persons" and statehood, AI agents in border control and civil registration, and AI personhood in international institutions. Output includes journal papers on AI legal personhood and on a right to receive nonhuman speech, a report with Cambridge Digital Minds on U.S. state laws that deny legal personhood to AI, op-eds and talks. The site is in English and French.
